Abstract
This article explores the challenges of implementing human resource management principles in the workplace in Afghanistan. The recruitment process in the country is heavily influenced by geographical, social, and political factors, impacting both public and private sector organizations. The findings reveal that, in many instances, hiring and promotion decisions are driven by ethnic and regional affiliations rather than established HRM principles. Through a systematic review of over 100 domestic and international studies, relevant literature was identified, selected, and analyzed within Afghanistan. Key challenges identified include political instability, ineffective management structures, insufficient training and education of specialized personnel, technological limitations, and economic constraints. This article aims to comprehensively analyze these factors and propose strategic solutions to enhance HRM practices in Afghanistan. The research has the potential to play a vital role in the development of HRM systems in the country, helping organizations optimize their human resource potential.
