The Role of E-Government on Employee Transparency at the Ministry of Higher Education

Abstract

This study examined the role of e-government in promoting transparency in employees' activities at the Ministry of Higher Education of Afghanistan. Given the importance of transparency in improving administrative performance and achieving good governance, the study examined the effect of e-government on organizational transparency, the free flow of information, and clarity of duties. The study used a cross-sectional survey design. The statistical population consisted of 600 administrative employees of the Ministry of Higher Education, of whom 234 were selected through non-probability convenience sampling. Data were collected using the standardized e-government questionnaire developed by Nulhusna et al. (2017), which includes three dimensions—government-to-government, government-to-citizen, and government-to-employee—and 14 items. The organizational transparency questionnaire developed by Koppell (2005), consisting of two dimensions—free flow of information and clarity of organizational duties—and 7 items, was also used. The study analyzed data using Pearson's correlation coefficient and linear regression. The findings showed that e-government has a positive and statistically significant effect on organizational transparency, the free flow of information, and clarity of organizational duties. The results indicate that e-government can improve administrative transparency and accountability.
