Abstract

This study aimed to develop a comprehensive model of organizational justice in government offices in Balkh Province, Afghanistan, using a grounded theory approach. Organizational justice, as a fundamental factor in improving organizational effectiveness, enhancing employees' organizational commitment and job satisfaction, and reducing negative organizational behaviors, plays an important role in achieving sustainable development. The study used a qualitative research design and collected data through semi-structured interviews with 19 experts in management and organizations in Afghanistan, selected using purposive and snowball sampling. The interviews continued until the study reached theoretical saturation. In the final interviews, particularly the nineteenth, no new code, concept, or theoretical relationship emerged that could contribute to developing or modifying the existing categories. The new data primarily confirmed the previously identified themes and categories; therefore, sampling was terminated after the nineteenth interview. Data were analyzed using MAXQDA 20 software through three stages of open, axial, and selective coding. The analysis identified 162 concepts and 23 axial categories. The paradigmatic model indicated that causal, contextual, and intervening conditions, along with strategies, influence the establishment of organizational justice, with its consequences emerging at the individual, group, and organizational levels. The proposed model provides a practical framework for promoting organizational justice in Afghanistan's public sector.
