Abstract

This study aims to identify and analyze the conditions and contexts for optimal natural resource management in Afghanistan for sustainable development. This qualitative research is based on the grounded theory approach. Data were collected through in-depth interviews with 18 experts and university professors in Afghanistan and analyzed using a three-stage coding process (open, axial, and selective). The findings of this study are summarized in five main components: comprehensive planning and action (as causal conditions), strengthening and creating all opportunities (as contextual conditions), utilizing external capacities and aid (as intervening conditions), multi-faceted strategies (as strategies), and sustainable development (as outcomes). The overall conclusion of this research indicates that sustainable natural resource management in Afghanistan requires a comprehensive and multifaceted approach encompassing all relevant dimensions and factors. Only through the organization and adoption of these strategies can sustainable development be achieved.
