Abstract

This study explores the impact of transformational leadership on innovative work behavior and employee performance among administrative staff at Kabul University. Employing a cross-sectional, descriptive–survey design, data were collected from 164 employees using simple random sampling. Three validated scales were applied: Transformational Leadership (Barnett et al., 2001), Innovative Work Behavior (Janssen, 2000), and Employee Performance (Goodman & Svyantek, 1999), all demonstrating high reliability (Cronbach’s α > 0.85). Structural equation modeling with SmartPLS4 revealed that transformational leadership has a significant positive effect on both innovative work behavior and employee performance. Furthermore, innovative work behavior itself significantly enhances performance. These results suggest that fostering transformational leadership not only encourages employee innovation but also strengthens overall effectiveness within administrative roles. The study recommends that public sector leaders, particularly in higher education, adopt transformational leadership strategies to promote innovation and sustain performance improvements among staff.
